Allegations: How KWIRS Executive Chairman, Mrs. Omoniyi maliciously replaces Courteville Business solutions with her husband Project Phoenix company

Some Concerned Pioneer Staff of  Kwara State Internal Revenue Service (KWIRS) have revealed a bombshell corruption allegations lavishing in the service by the Executive Chairman, Mrs. Shade Omoniyi


The concerned staff stressed alleged that the Mrs. Omoniyi had illegally replaced the Former Consultant on road taxes collection for Kwara State Government with her husband's company called Project Phoenix.



The staff who craved anonymity to avoid victimization said " Aside the allegations on the N8 billions mismanagement funds , I wish to reveal another scam not yet in public that was perpetuated by  Mrs. Shade Omoniyi and her husband. 


The source stated by listing the contributions of Courteville Business solutions plc (AutoReg) former consultant on Road Tax to the Kwara state government towards revenue generation for the economic growth.


 The reliable source said "this company was forced out and replaced by Project Phoenix consultants (the chairman’s husband's platform)


 "Courteville Business Solution plc is the foremost Nigerian e-business solutions company, which is listed on the Nigerian Stock Exchange with shareholder's funds in excess of $20million. Their principal focus is the development of e-business solutions for process re-engineering and efficiency improvement in all sectors of the economy and they are supported by an impressive Board of Directors, and highly technical domestic and international alliances.


"They have a medium term vision to ‘’to be a globally accepted business solutions company supplying unique services with locally developed innovations’’.



According to the source "as a business solutions development company, they invented and patented a number of technologies and products that they currently use in providing unique and customised services to various organisations. Companies and government agencies, the most prominent being ‘’AutoReg’’ for automation of Motor Vehicle Administration Documentation (MVAD).

They are currently operational in 22 states of the federation which includes Kwara state since 2018. In their 4 years of operations in Kwara state, they have contributed to the bottom line as per revenue generated from road taxes; stated below are highlights of their positive contribution backed with figures.

Through AutoReg, there has been increased and fully collated, accruable revenue due to Kwara State from vehicle licensing administration."


"Through the seamless user experience of their platform, they have been able increase the efficiency quota in processing of vehicle renewal, registration and elimination of inherent difficulties. These difficulties had contributed to the discouragement of vehicle owners. Also the expansion of their operating tentacles to every local government in the state has ensured that every possible revenue source as it relates to road taxes are covered effectively."


"They had also facilitated the process of creating, expanding and maintaining a robust database for the state; capturing the vehicle make and model, category details, they also have a detailed data of customer's name and addresses.Their well-structured system has also ensured that integration is implemented with other states has taxpayers do not have to go and renew vehicle documents in the registered State.


The source noted that their platform enhance crime control by making recovering of stolen vehicle easier. More than 10 stolen vehicles was recovered in Kwara State during the period under review because the platform prevents double registration of a vehicle. Stolen vehicles are reported and flagged to avoid re-registration.

The old Courteville Business Solution plc used an agile system of iteration to ensure that the system complemented the efforts of the state in the efficient and effective enforcement of motor vehicle documentation administration laws, traffic monitoring and control.


The source noted that based on the readily available information on the database, the State law enforcement officials are now able to easily trace and apprehend traffic offenders and serve such persons with the relevant fines.In terms of revenue generated, GROSS REVENUE (N)

GROWTH 2018 (8months)

N174,993,462.50 first year operation; 2019 N232,074,425.00 which is 75.40% increase;  in 2020 it generated N367,218,094.00, 63.20% increase. While in 2021 a total sum of N565,510,030.00 represented 4.94% increase.


The concerned Staff emphasized that the figures for 2018 (first year of operation) represent May – December 2018, only 8 months.


"Despite the Roadworthiness service line being withdrawn from a very competent company and awarded to an incompetent Consultant, Project phoenix, (The company of the husband of Mrs. Shade Omoniyi), during the period in review, this action did not deter the efforts of Courteville Business Solution plc, to grow the revenue base in the state.


" I will outline the disadvantages of project Phoenix (the company owned by Mrs. Shade Omoniyi's husband) to the Kwara state government and citizens.

Project Phoenix is a stand alone platform that is only used in kwara state, the platform commenced operation on 1st of August 2022 after the disengagement of the former service provider (AutoReg).


The disadvantage according to the staff are Generation of low revenue due to lack of data and the platform instability, the revenue to be generated in the state would be taken to neighboring states.


" It gives room for fake licenses, vehicle registration and renewal,  Stolen vehicles can not be tracked or traced as crime from neighboring/ bordering states are sent to kwara because no data to confirm such informations.


"Pilfering and theft by processors/operators: the operating processes (change of ownership, direct levy, revalidation) has not been fully automated on the platform. Operators can decide to treat any of the listed processes as an existing service as their are no data to confirm the validity of vehicle informations.


" There is a lot of discomfort and confusion for travelers; police tends to disturb taxpayers with renewed vehicle documents from kwara state because it looks fake in appearance, AutoReg has an application that confirms the validity of all vehicles licences. Taxpayers are always embarrassed as they do not know how to convince the police and law enforcement agencies on the genuineness of their vehicle papers.


The source appealed to Kwara state Governor, AbdulRahman AbdulRazaq to  probes the operation of the KWIRS as it is clear that Mrs. Omoniyi is taking Kwara state to the cleaners and stealing as much she can with every available opportunity. 


"We the staff of KWIRS are all compelled to live under the continuous threat of sack by the wicked and shameless leadership led by Shade Omoniyi."
